Russia moves to tighten conscription law, pressing more men to fight

When Russian President Vladimir Putin announced a mobilization in the fall to commandeer reinforcements for the war against Ukraine, thousands of men fled the country or went into hiding. But tough new measures approved by Russia’s lower house of parliament on Tuesday will make it almost impossible for Russians to dodge conscription in the future. The law provides for electronic military summonses with bans on draftees leaving the country, making it possible to quietly sweep up thousands more men to fight — even as the Kremlin is denying plans for a controversial new mobilization.
